Set the lower bound of a constraint

sym_setConstrLower(index,newBound)
Description
This function changes the lower bound of a constraint
Arguments
- index
Index of the constraint to modify. Must be in {0,1,2,...n-1} where n is the number of constraints in the problem
- newBound
The new lower bound for the constraint
Return value
Returns 0
